The minutes of the meeting held on 28 November 2018 were signed by the Chair.


Declarations of Interest

To declare any interest members may have in the items contained on this agenda.   When declaring an interest a member must state what their interest is.  Any declared interest will fall into one of the following categories:

All Members present at the meeting made a voluntary announcement of another interest in respect of application 20181228 in that they all knew Councillor Lenny Rolles who was one of the applicants.

Resolved that application 20181228 be PERMITTED subject to the planning conditions as set out in the report.


The Board considered an application for the construction of a two storey rear extension which included two dormers in the roof of the extension. The proposed extension would create an enlarged kitchen/dining area at ground level and an additional bedroom with an ensuite at first floor level.

The Board was advised that no objections had been received from neighbours or the Parish Council despite a re-consultation.

A comment was made about the lack of window in the dormer on the first floor of the western side of the house. Members were advised that this addition was intended to add to the available headspace in the room and mitigate any issues of overlooking. It was also noted this had been how the application had been submitted to the Council and officers had not sought to intercede to change this element of the design as it was not visible from a public vantage point.

Resolved that application 20181228 be PERMITTED subject to the planning conditions as set out in the report.

Proposed Amendments to the Constitution - Delegations pdf icon PDF 483 KB


The Board was informed that a full review of the Constitution was being undertaken by the Council’s Monitoring Officer assisted by the Deputy Monitoring Officer. The Head of Legal Services advised that the report related to updates to Annexes 1.11, 1.12 and 1.13 to reflect recent changes in personnel and roles following a restructure. Recent legislation had been added where appropriate and legislation that had been repealed had been deleted. The report was presented to the Board for information because of the inclusion of changes to Licensing, for which the Board had a delegated responsibility, and would be submitted to Cabinet and Council for decision.

The officer was advised that the track changes and comments which showed the amendments and reasons for the changes to the text of the Constitution were very useful. The Head of legal Services agreed to use this approach whereever possible.

Resolved that the report be noted.
