Minutes:

The Committee agreed that the minutes be amended to reflect the following areas that were discussed at the last meeting:

 

  • Minute 104: A no entry sign is required when exiting from Stone Street so vehicles know that they have to turn left and can’t go straight ahead.

 

 

Subject to the above amendment; the minutes of the meeting held on 13 March 2019 were signed by the Chair.

Highway Works Programme 2019/20 pdf icon PDF 119 KB

Minutes:

The Board were presented with a report that provided an update on identified schemes approved for construction in 2019/20.  

 

Following Members questions and comments, the District Manager – Gravesham (KCC) provided an update, as detailed below:

 

  • Footway Improvement Schemes: Newmans Road, Northfleet is being progressed and should be completed on 11 June 2019.
  • Replacing flagstones with tarmac in the Town Centre has been flagged up with Kent Highways inspectors. The District Manager – Gravesham (KCC) will check the progress on this matter and report back to the Board.
  • The Street Lighting issue at Pepperhill Roundabout: The District Manager – Gravesham (KCC) thought this matter fell within Dartford’s boundary but he will check and get back to the Board. The power fault has been located and this issue should be solved within the next few weeks.
  • The District Manager – Gravesham (KCC) will look into the lighting issues at Church Path, Northfleet and report back to the Board.
  • The District Manager – Gravesham (KCC) will ensure the site visit to the Lion roundabout, with Cllr Hills and relevant KCC officers, goes ahead to look at vehicles exiting Dering Way and to see if the roundabout has actually been improved via the Section 106 completed works.
  • The District Manager – Gravesham (KCC) will look into the Bus Hub at Barrack Row consultation methods and find out how bus users are being consulted as well as providing feedback / results from the consultation to the Board.
  • The District Manager – Gravesham (KCC) will get an update on the Ebbsfleet United Footway works and find out when the bus stop is being put back in. If there is no clear date for the works the District Manager – Gravesham (KCC) will get his line crew to put the bus stop back in.
  • The District Manager – Gravesham (KCC) will try and find out more information on the BP Tollgate Station (how can it be on the works programme if it doesn’t have planning permission?) and update the Board.
  • The District Manager – Gravesham (KCC) will try and find out more information on progress with Wimbourne House and report back to the Board.
  • The District Manager – Gravesham (KCC) will check the implementation date to make Salisbury Road/Cecil Road/Northcote Road into one-way traffic and report back to the Board.

Any Other Business which by reason of special circumstances the Chair is of the opinion should be considered as a matter of urgency.

Minutes:

Parrock Road

 

County Cllr Diane Marsh and Cllr Steve Thompson highlighted the speeding issues and accidents that have occurred on the ‘adverse camber’ section of Parrock Road, just past the Rugby Club. County Cllr Diane Marsh highlighted that KCC are piloting a new 20mph strategy that could be suitable for this stretch of road. County Cllr Diane Marsh will email the details of the strategy to the Board and the District Manager – Gravesham (KCC).

 

The District Manager – Gravesham (KCC) clarified that there had been 2 slight injuries and one major injury following accidents in this area.

 

The District Manager – Gravesham (KCC) explained that a 20mph speed limit in the area would be unenforceable and instead suggested improved lines, signs, bollards etc.

 

The Board agreed that The District Manager – Gravesham (KCC) should conduct a full review of this stretch of road and bring all the possible solutions / options to make the road safer back to the Board in September. In the meantime; the District Manager – Gravesham (KCC) agreed to move forward with improvements to road lines etc on Parrock Road.

The Hill, Northfleet

 

Cllr Peter Scollard highlighted the speeding issues and accidents (1 fatality and 3 serious incidents this week alone) at the Hill, Northfleet and requested that this matter be looked at urgently.

 

The District Manager – Gravesham (KCC) agreed to ask the Speed Partnership to look at this matter and report back to the Committee in September
