Minute 123. Parking Outside Shorne Woods Country Park - Requested by Cllr Bob Lane

 

The District Manager – Gravesham (KCC) noted that the issue with installing double yellow lines was that sometimes it rendered the road in question a raceway.

 

The Chair asked the Parking Services Manager to take away the ideas raised for

consideration.

 

Minute 124. Corner Protection (Yellow Lines) at the junction of Cob Drive and Forge Lane - Requested by Cllr Bob Lane

 

County Cllr Sweetland advised he had a Member Highways Grant and would be happy to use this resource to pay for the installation of double yellow lines on the corner at the junction of Cob Lane and Forge Lane in Shorne. However, he only made this offer if the work could be carried out within a reasonable timescale of 4 months.

 

Minute 125. Regular Parking Enforcement - Requested by Cllr Bob Lane

 

Cllr Lane noted that this subject had already been discussed and he would await information from the Parking Services Manager in relation to CEO visits to parishes.

 

Minute 126. Parrock Road, Gravesend - Speeding - Requested by Cllrs Marsh and Thompson

 

The Chair requested that officers bring a formal report to the next meeting of the Board. The District Manager – Gravesham (KCC) agreed to this request and offered to invite the appropriate officers from Kent County Council to attend the meeting.

Minute 127. The Hill, Northfleet - Speeding issues and Accidents - Requested by Cllr Scollard

 

The Board noted that the decision to install a safety camera on this site would fall within the remit of the Kent Community Safety Partnership. The District Manager – Gravesham (KCC) agreed to share the appropriate officer’s contact details with County Cllr Sullivan.

 

A 20mph speed limit had been discussed at the site meeting but had not been favoured by the Cabinet Member. It was noted that Kent Police preferred not to enforce 20mph speed limits. However, a 20mph limit during school run times had been discussed.

Minute 120.Redroute buses

The District Manager – Gravesham (KCC) advised the Board that he had spoken to Mr Mee who explained he or a representative of Redroute Buses would attend the next meeting and information would be provided to the Board before that meeting.

The Parking Services Manager (GBC) advised that he had circulated observation and control sheets to Members. There is not a parking issue at Shorne but there is at Jeskyns which is being monitored.

 

 

Minute 124. Corner Protection (Yellow Lines) at the junction of Cob

Drive and Forge Lane - Requested by Cllr Bob Lane

The Parking Services Manager (GBC) explained that he had spoken to District Manager – Gravesham (KCC) about this matter and it would have to go out to consultation.

 

The Project Manager Schemes, Planning & Delivery (KCC) advised that the consultation will go out through the Parish Magazine and feedback will be passed back to KCC who will fund any works that are required and therefore County Councillor Sweetland would not need to use his Member Highway Grant.

 

 

Minute 126. Parrock Road, Gravesend - Speeding - Requested by

Cllrs Marsh and Cllr Thompson

The Programme Manager Schemes, Planning & Delivery (KCC) will look at obtaining data for this matter and report back at next meeting of the Board. Data was obtained in 2018 but it meant that the 20mph speed limit could not be changed.

 

The District Manager – Gravesham (KCC) explained that new lining, bollards and signage will be done in the coming weeks.

 

Cllr Thompson highlighted the importance of this issue to local residents and requested that more be done on this matter.

Minute 127. The Hill, Northfleet - Speeding issues and Accidents -

Requested by Cllr Scollard

The Programme Manager Schemes, Planning & Delivery (KCC) clarified that KCC do liaise regularly with Ebbsfleet Development Corporation (EDC) to make sure highways improvement proposals marry up.

 

The Programme Manager Schemes, Planning & Delivery (KCC) advised that a fixed speed camera option will be discussed with the relevant KCC department and the outcome will be reported back to the Board.

 

The District Manager – Gravesham (KCC) explained that he will look at the crossing and lining for this area.

 

 

The Board agreed that a letter should be sent to the KCC Cabinet Member for Highways and Transport to request the following information:

 

·         A record of the number of fixed speed cameras installed in Kent over the past 5 years

·         Clarification on whether there is likely to be a change in policy regarding speed cameras in Kent

 

134.

RedRoute Buses - deferred from last meeting

Arriva are regularly invited to present information about their service and answer questions but some routes in the Borough are served by Redroute buses. Therefore the Redroute Bus Company Ltd has been invited to attend the meeting.

Highways Works Programme 2019/20 onwards (Information only) pdf icon PDF 155 KB

This report updates Members on the identified schemes approved for construction.

Minutes:

The Board was presented with a report that provided an update on identified schemes approved for construction in 2019/20.

The District Manager – Gravesham (KCC) highlighted the following:

·         The resurfacing at Springhead Road and Dover Road may slip into next year’s programme, but they will get done and the works won't conflict with each other.

·         The District Manager – Gravesham (KCC) will look into the Lion roundabout issues raised by Cllr Hills; including a stop sign where vehicles exit Dering Way. The District Manager – Gravesham (KCC) will report back to Cllr Hills before 23 January 2020 and report back to the Board at the next meeting.

The District Manager – Gravesham (KCC) suggested that Cllr Hills email him regarding his written request to KCC for double yellow lines at the Havisham Road and Chalk Road junction and a speed survey at Lower Higham Road.

·         The District Manager – Gravesham (KCC) agreed to look into the Springhead / Sainsbury’s roundabout where poor visibility and speeding cars are creating dangerous conditions. The District Manager – Gravesham (KCC) will report back to the Board on this matter.

·         The District Manager – Gravesham (KCC) agreed to feed back the need for toilet cubicles when designing the Bus Hub - Barrock Row.

·         The District Manager – Gravesham (KCC) confirmed that the no entry sign in Stone Street is the wrong size and will be changed for a larger one.

·         The District Manager – Gravesham (KCC) confirmed that the tarmac patches on Windmill Street / Community Square will be removed and replaced with the original granite slabs by the end of the month.

·         The District Manager – Gravesham (KCC) agreed to look into the drainage issues at Whitepost Lane and reschedule cleaning the drains etc.

·         The District Manager – Gravesham (KCC) agreed to look into the drainage issues at the garage in Perry Street. The District Manager – Gravesham (KCC) explained that if the issues are not resolved by the garage; KCC will do the work and charge the garage for it.

Minutes:

The Parking Services Manager presented Members with a report that sought the support of the Board in taking the next steps to replace the gatekeeper service at King Street with Automatic Number Plate Recognition enforcement.

 

The Board agreed that:

 

·         The Gravesham Joint Transportation Board supports the case for a Bus Gate with ANPR enforcement be made to Kent Highways.

·         If KCC authorisation is granted, the council will commence statutory Formal Consultation to amend the council’s On Street Traffic Regulation Order to include the Bus Gate moving traffic restriction in King Street, Gravesend.

Minutes:

Whitehill Traffic Issues – raised by Cllr Tony Rana

The Committee Services Officer explained that this matter had been added as a late supplementary to the agenda because the Chair had originally agreed for it to go to the December 2019 meeting, which was subsequently cancelled, and the item had been accidently omitted from the agenda for this meeting.

 

Cllr Tony Rana presented the Board with the traffic issues at Whitehill Road / Sun Lane, including the following:

 

·         Traffic is increasingly bad / dangerous in Whitehill Road, Sun Lane and Lamorna Avenue. Residents are deeply concerned

·         Traffic mounts the pavements, very dangerous near Whitehill School.

·         Lorries and juggernauts regularly use these roads exacerbating the situation

·         A review by KCC is needed so a plan can be put in place to resolve these issues.

The Vice-Chair (in the Chair) highlighted that these issues are Borough wide.

 

The District Manager – Gravesham (KCC) agreed to look into these issues (including a site visit with Cllr Rana and Cllr Thompson) and report back to the Board.

 

 

 

County Cllr Sullivan suggested that South Eastern Railway should be invited to the Gravesham Joint Transportation Board.

The Vice-Chair (in the Chair) explained that this request should be raised with the Chair (Cllr Colin Caller).

 

County Cllr Sweetland suggested that the Kent Rail Summit at KCC is a good event to attend.
