On 3 September 2019 the council received an application from Kent Police for an expedited review of the premises licence in respect of Silk Bar, 1-2 Parrock Street, Gravesend, Kent DA12 1EW as they considered it necessary to take interim steps pending determination of the review of the premises licence.
The two Kent Police Licensing Officers showed the Panel CCTV evidence from the night of Friday 30 September 2019 leading into the early hours of Saturday morning. The video evidence identified seven breaches of the conditions on their Premises Licence. The Police Officers further addressed the Panel arguing the reasons as to why the Premises Licence should be suspended until the decision of a review of their Premise Licence at a Licensing Panel held within the next 28 days was made.
The Premises Licence Holder addressed the Panel laying out her explanation as to what happened on the night in question and gave her reasons for why the Licence should not be suspended.
Members addressed questions to both the Police Officers and the Premises Licence Holder. Following questioning and summaries of their arguments from both parties the Panel adjourned to consider its decision.
Determination
The Chair advised that, in coming to their decision, the Panel considered all the evidence presented by both parties at the hearing, the CCTV evidence, the Licence breaches and the Premise Licence Holders passion for her venue.
Having considered all those matters and advice given, the Panel suspended the Premise Licence with immediate effect lasting until a Licensing Panel Hearing to review the Premises Licence is called within 28 days. |
