Those present observed a minute’s silence as a mark of respect for Herr Strohdiek who had served the Neumunster Town Twinning community for a considerable time.  Mr Strohdiek had recently passed away.

Apologies for absence were received from Cllrs Senja Compton, Greta Goatley, Glen Handley and Brian Sangha.

Subject to the list of those present being amended to include Cllr Lenny Rolles, the Minutes of the meeting held on 2 December 2014 were signed by the Chair.

Cllr John Loughlin declared a non-pecuniary interest in agenda item 4(g).  He lived close to Mayfield Grammar School.

It was moved by Cllr John Burden and seconded by Cllr Lee Croxton that –

the reserved Minute of Cabinet held on 5 January 2015 be ratified and confirmed.

The Chief Executive reminded Members that all individual votes in relation to the budget and any amendments thereto would be recorded as required by legislation.

The Council consented under Council Procedure Rule 17.4.1 to an extension of time being given to Cllr John Burden and to an equal amount being given to Cllr John Cubitt in his response.

It was moved by Cllr John Burden and seconded by Cllr Lee Croxton that –

the motion before Council as set out on  pages 37-39 in the order paper and Minute 49 General Fund Revenue and Capital Estimates 2015/16 and Minute 50 Housing Revenue Account Estimates and Housing Capital Programme 2015/16 of the Cabinet held on 2 February 2015 be adopted.

It was moved by Cllr Derek Shelbrooke and seconded by Cllr Leslie Hills that –

the Council take up the 1 per cent Government Council Tax Freeze Grant and therefore no increase be made to the Council Tax for 2015/16.

The amendment was declared to be lost by 16 votes to 24.

It was moved by Cllr Craske and seconded by Cllr Lambert that –

Council provide a specific grant in 2015/16 to enable 30x8 hour periods of use of the Woodville Halls by local Arts and Theatre groups (in addition to the £25,000 to subsidise Community group use).

The amendment was declared to be lost by 16 votes to 23 (with one abstention by The Worshipful the Mayor John Caller).

It was moved by Cllr Moore and seconded by Cllr Cubitt that –

free parking be provided on Saturdays within all Council owned car parks during 2015/16.

the Council provide support to both the elderly and young of the Borough by appointing Councillors to serve as:

To consider a number of changes proposed be made to the Articles of the Constitution

The Council received a report that outlined changes it was proposed be made to the Articles of the Constitution.

Resolved that the Articles of the Constitution as amended be adopted.

Council considered the Pay Policy Statement that had been revised to reflect changes made to the Local Government Pension Scheme from April 2014 and the relationship between the remuneration of the Chief Executive and other employees from 2011/12 to 2013/14.

Resolved that the amended Pay Policy Statement be agreed.
