Former Cllr K E Green & Cllr E J J C Rouse MBE Minutes: The meeting observed a minutes silence as a mark of respect for former Councillor Ken Green and former Councillor and Freeman of the Borough Ted Rouse MBE both of whom had recently passed away.

Admittance of Honorary Freeman To consider a Notice of Motion made pursuant to paragraph 15 of Annex 2.1 of the Council Procedure Rules:-
a) That in recognition of his eminent services to the Borough of Gravesham,
William Graham Dyke
be admitted as an Honorary Freeman of the Borough pursuant to Section 249(5) of the Local Government Act 1972.
b) That in recognition of his eminent services to the Borough of Gravesham,
James John Loughlin
be admitted as an Honorary Freeman of the Borough pursuant to Section 249(5) of the Local Government Act 1972.
c) That in pursuance of Section 249 (9) of the Local Government Act 1972, expenditure be authorised to enable an address to be presented to each of the Honorary Freemen of the Borough referred to in a) and b) above.
Minutes: It was proposed by Councillor John Cubitt and seconded by Councillor John Burden that
1) in recognition of his eminent service to the Borough of Gravesham former Councillor William Graham Dyke be admitted as an Honorary Freeman of the Borough pursuant to Section 249 (5) of the Local Government Act 1972
It was resolved unanimously that William Graham Dyke be so admitted
2) in recognition of his eminent service to the Borough of Gravesham Councillor James John Loughlin be admitted as an Honorary Freeman of the Borough pursuant to Section 249 950 of the Local Government Act 1972.
It was resolved unanimously that James John Loughlin be so admitted
3) Pursuant to Section 249 (9) of the Local Government Act 1972 expenditure to enable an address to be presented to each of the new Honorary Freemen of the Borough be approved.
It was resolved unanimously that such expenditure be approved.

Seal of the Council To authorise that the Common Seal of the Council be affixed to any Instrument to give effect to a decision of the Council taken at this meeting.
Minutes: Resolvedthat the fixing of the Common Seal to any contract, minute, notice or other document requiring the same be authorised.
