Minutes:

The Leader of the Opposition raised a query regarding the accuracy of the Minutes of the Council Meeting held on 11 October 2016 with regard to minute 41 (Reserved Minutes).  The Chief Executive undertook to investigate the matter, consult with the Deputy Leader and Leader of the Opposition and amend the Minutes as necessary.

 

It was agreed that the Minutes of the Council Meeting held on 11 October 2016 be amended as necessary and submitted to the Council Meeting on 21 February 2017 for approval.

To answer any questions received from members of the public of which notice has been given under Council Procedure Rule 13

Minutes:

The Chief Executive advised that two questions had been received from a member of the public regarding the Edinburgh House Group.  As these concerned matters for which the local authority does not have a responsibility the Proper Officer had rejected the questions in accordance with Council Procedure Rule 13.4(1).

 

Under Council Procedure Rule 5.1.2(1) at the discretion of the Chair the order of business for the meeting was varied.

It was moved by Councillor David Turner and seconded by Councillor DerekShelbrooke that:

 

Options 1a, 2, 3, 5, 7, 11, 12, 13 and 14 be adopted with effect from 1 April 2017, and that options 1b, 4, 6, 8, 9 and 10 be not adopted at this time. The introduction of a discretionary Exceptional Hardship Scheme (Option 14) be introduced to help mitigate the impact any of the recommended changes will have on residents.

 

An amendment was moved by Councillor John Burden and seconded by Councillor Brian Sangha that:

 

Options 1, 2, 3, 5, 7, 11, 12, 13 and 14 be adopted with effect from 1 April 2017, and that options 1b, 4, 6, 8, 9 and 10 be not adopted at this time.
