The Minutes of Council and the Extraordinary meeting of Council held on Thursday, 21 February 2017 were signed by the Chair.

No declarations of interest were made.

To elect a Leader for a term of office which ends on the day of the next post-election Annual meeting (under whole Council elections) subject to Article 7 (Leader and Cabinet Executive) within the Articles of the Constitution.

The Mayor asked Members for nominations for Leader of the Executive. 

It was moved by Cllr Harold Craske and seconded by Cllr David Hurley that –

            Cllr David Turner be elected as Leader of the Executive for a term of office which ends on the day of the next post-election Annual meeting             (under whole             Council elections) subject to Article 7 (Leader and Cabinet             Executive) within the Articles of the Constitution.

The motion was put to the meeting and declared to be carried.

To receive and adopt the proceedings, reports and recommendations of

the following committees, except those items reserved under Council

procedure Rule 5.2 (6) and to ratify and confirm the orders made by

them.

Motions that proceedings, reports and recommendations of Committees, except those reserved under Council Procedure 5.2(6) as referred to below be received and adopted and where applicable the Orders made by them be ratified and confirmed were duly proposed, seconded and resolved in each case.

To receive and adopt the proceedings, reports and recommendations of

committees contained in the list of items reserved under Council

Procedure Rule 5.2.(6) and to ratify the orders made by them.

The reserved minutes will be dealt with in the following order:-

·         Licensing Committee

·         Regulatory Board

·         Overview Scrutiny Committee

·         Finance and Audit Committee

There were no reserved Minutes.

It was moved by Cllr David Turner and seconded by Cllr Sandra Garside -

·         That the Council approves and adopts the Waste Management Policy for Gravesham Borough Council as attached at appendix two

Following a debate, the motion was declared to be carried by 22 votes, with 17 abstentions from Labour Members.

Cllr Turner added that that once the policy has been implemented the cross party working group will be reconvened and the issues raised at the meeting could be discussed along with any additional issues that follow the implementation period.

It was therefore resolved:

·         That the Council approves and adopts the Waste Management Policy for     

Gravesham Borough Council as attached at appendix two
