Reserved Minutes To receive and adopt the proceedings, reports and recommendations of committees contained in the list of items reserved under Council Procedure Rule 5.2(6) and to ratify the orders made by them. They will be dealt with in the following order:-
Cabinet Finance & Audit Committee Overview Scrutiny Committee Regulatory Board (Planning) Licensing Committee Minutes: It was moved by Cllr David Turner and seconded by Cllr John Knight that:-
the reserved Minute of Cabinet held on 25 June 2018 be ratified and confirmed.
It was moved by Cllr John Burden and seconded by Cllr Sara Langdale that:-
the reserved Minute of Overview Scrutiny Committee held on 12 July 2018 be ratified and confirmed.
It was moved by Cllr Sara Langdale and seconded by Cllr Steve Thompson that:-
the reserved Minute of Licensing Committee held on 4 September 2018 be ratified and confirmed.

Additional documents: Minutes: The Council reviewed the representation of political groups on Committees as a result of the establishment of a new political group and appointed Councillors, including Chairs and Vice-Chairs, to those seats accordingly.
Resolved that:-
· the size of each Committee as set out within the report be agreed; · the allocation of seats on Committees to each of the Council’s political groups as set out within the report be agreed; · the appointment of Councillors to sit on the Committees as set out in Appendix Two be agreed; and · the appointment of Chairs and Vice-Chairs on the Ordinary Committees and Panels as set out in Appendix Two be agreed.

Licensing Shared Service with Medway Council PDF 83 KB Minutes: The Council received a report which sought acceptance for the delegation of the delivery of the Licensing Service from Medway Council.
Resolved that the delegation by Medway Council of its Licensing functions be accepted, once the shared service is operational.

Notice of Motion 1. It will be moved by Cllr John Knight and jointly seconded by Cllrs David Turner and John Burden that:-
The Council resolves to reject bullying and harassment in all its forms. It is defined by ACAS as “any unwanted behaviour that makes someone feel intimidated, degraded, humiliated or offended. It can also occur in written communications, by phone or through email, not just face-to-face or through body language or gesture.”
To support this resolution, the Council further resolves that all Councillors and senior officers should undertake a recognised mandatory training session on bullying awareness.
2. It will be moved by Cllr Leslie Hills and seconded by Cllr Jordan Meade that:-
This Council has no confidence in the Leader.
Minutes: It was moved by Cllr John Knight and jointly seconded by Cllrs David Turner and John Burden that:-
The Council resolves to reject bullying and harassment in all its forms. It is defined by ACAS as “any unwanted behaviour that makes someone feel intimidated, degraded, humiliated or offended. It can also occur in written communications, by phone or through email, not just face-to-face or through body language or gesture.”
To support this resolution, the Council further resolves that all Councillors and senior officers should undertake a recognised mandatory training session on bullying awareness.
An amendment was moved by Cllr Leslie Hills and seconded by Cllr Samir Jassal that:-
The Council resolves to reject bullying and harassment in all its forms. It is defined by ACAS as “any unwanted behaviour that makes someone feel intimidated, degraded, humiliated or offended. It can also occur in written communications, by phone or through email, not just face-to-face or through body language or gesture.”
The definition of bullying also includes “the use of force to aggressively dominate others. Behaviours used to assert such domination can include verbal narratives, threat of violence or more seriously, actual physical assault. Physical assault on a person is any bullying that hurts someone’s body. Shoving, hitting, fighting all are types of physical bullying”.
To support this resolution, the Council further resolves that all Councillors and senior officers should undertake a recognised training session on bullying awareness. The amendment was put to the meeting and declared to be lost.
The substantive motion was put to the meeting and declared to be carried.
It was therefore resolved that:-
The Council resolves to reject bullying and harassment in all its forms. It is defined by ACAS as “any unwanted behaviour that makes someone feel intimidated, degraded, humiliated or offended. It can also occur in written communications, by phone or through email, not just face-to-face or through body language or gesture.”

The meeting was adjourned at 9.15pm and reconvened at 9.30pm in order to provide the Palantypist with an appropriate break.

To receive the Mayor's Announcements Minutes: The Deputy Mayor made the following announcements on behalf of the Mayor:-
· Congratulations be given to Cllrs Shane Mochrie-Cox and Lauren Sullivan for taking part in this year's ellenor Twilight Walk 2018.
Cllrs Mochrie-Cox and Sullivan thanked all those who supported and sponsored them.
· As part of the Council’s plans to mark the Centenary of the First World War, the Mayor will be marking all of the Borough’s Commonwealth War Graves with short services on Wednesday 31 October and Thursday 1 November. The Mayor will also be pre-laying wooden crosses to the graves of fallen WW1 and WW2 soldiers and civilians on Tuesday 23 October 2018. These services will be open to anyone to attend.
· Churches Together in Gravesham had presented the Council with a flag which will be flown on all major Christian Feast Days.
· The ‘Mayor of Gravesham’s Charity Quiz’ will be held on Saturday 13 October 2018, 7pm for 7.30pm start, at the Christopher Centre - £5 per head.
· Congratulations be given to Cllr Jordan Meade for being nominated for LGiU Young Councillor of the Year.
