An apology of absence was received from Cllr Diane Marsh and Cllr Gary Harding; Cllr Bob Lane and Cllr Aaron Elliott attended as their respective substitutes.

The minutes of the meeting held on Thursday, 30 July 2020 were signed by the Chair.

No declarations of interest were made.

The Head of Legal Services presented the Committee with a report that informed Members of a dispensation request, from Councillor Jenny Wallace, that had been received by the Monitoring Officer for a dispensation in relation to Waterside Parents' Centre at all Committees including Full Council.

The Head of Legal Services fielded questions from the Committee and highlighted the following:

·         Councillor Wallace will still have to declare at meetings that she has an Other Significant Interest and a dispensation has been granted.

·         Waterside Parents' Centre is a family centre run by KCC that helps pre-school children.

It was resolved that the Committee:

·         Agreed to grant a dispensation to Councillor Jenny Wallace for 4 years for the reasons set out in paragraph 4 of the report to allow participation in debate and any vote taken on any item relating to Waterside Parents' Centre at all Committee meetings including Full Council and Cabinet in which she has an Other Significant Interest by virtue of being a Trustee of the Centre.

The Head of Legal Services presented the Committee with a report that informed Members of a dispensation request, from Councillor Christina Rolles that had been received by the Monitoring Officer for a dispensation in relation to Rosherville Limited at all Committees including Full Council.

The Head of Legal Services clarified that the request for dispensation was because Councillor Christina Rolles has an Other Significant Interest by virtue of being married to Councillor Lenny Rolles who is a Director and Chair of Rosherville Limited

It was resolved that the Committee:

·         Agreed to grant a dispensation to Councillor Christina Rolles for 4 years for the reasons set out in paragraph 4 of the report to allow participation in debate and any vote taken on any item relating to Rosherville Limited at all Committee meetings including Full Council in which she has an Other Significant Interest by virtue of being married to Councillor Lenny Rolles who is a Director and Chair of Rosherville Limited
