Matters Arising from Previous Meetings
Minutes:
The Board were provided with the Matters Arising from the previous meeting of Gravesham Joint Transportation Board. A number of responses had been provided by KCC or had been agreed to be provided at this meeting.
The Chair went through each action:
Issues Crossing Valley Drive
The Highways Manager (Dartford & Gravesham) advised that there was no further update than the one provided on the document.
Improvements to Northfleet Roundabout – Placement of Anchor
Cllr Meade advised that there hadn’t been any progress made; the anchor that had been pulled out of the Thames by the PLA in Northfleet was still with Chatham Historic Dockyard who had custodianship. They were undertaking conservation work on the anchor to ensure it would not crack; it required chemical baths to preserve it which would take up to two years to complete.
Cllr Meade agreed to share any further updates with the Board.
Perry Street – White Lines
Cllr Ridgers asked that his concern be noted in the minutes about the length of time it had taken for the works to be completed; he had been advised two years ago that the works would be completed within a much smaller timeframe and had been fully funded. The current markings were faded and presented a danger to the public and motorists. Cllr Ridgers requested an answer as to why the works had been delayed for so long be sent to all of Gravesham’s County Cllrs.
The Highways Manager (Dartford & Gravesham) stated that the works were agreed before he took up his position and agreed to look into the cause of the delay; it was likely funded through the Capital Linings Budget.
The Chair was hopeful the works would be completed, as stated, by 24 October 2024.
Whitehill School – Zebra Crossing
The Chair agreed, as this item could not go ahead, that it be removed from the document.
Valley Drive turn into Marling Way
The Highways Manager (Dartford & Gravesham) advised that there was no further update than the one provided on the document.
Bus Gate – Barrack Row
Cllr Milner spoke with leave of the Chair on this issue; she requested an update on when the ANPR cameras would be installed and when blue badge holders and taxis would be able to use the bus gate.
The Highways Manager (Dartford & Gravesham) advised that he would liaise with the team behind the installation works tomorrow and circulate an update to the Board about when the cameras would be installed, by the end of the week.
ATC Speed Checks
The Chair advised the road had been reduced to 30mph and could be removed from the document.
Gravesend Active Travel Scheme
The Highways Manager (Dartford & Gravesham) advised that he would chase the Active Travel Team regarding moving forward with ‘Option C’ and bring an update to the Board.
Old Road East pavement between Pine Avenue and St John's School entrance
The Highways Manager (Dartford & Gravesham) advised that there was no further update than the one provided on the document.
Echo Square Roundabout
The Highways Manager (Dartford & Gravesham) advised that the Highway Improvement Team had proposed that additional signage be installed in the area.
Old Road West – Singlewell Road – Old Road East – Prince of Orange Junction
KCC officers had requested more information from Cllr Rana.
The Chair asked the Committee Services Officer to forward the request to Cllr Rana.

Chantry School – Ordnance Road – Reduce Speed Limit from 30mph to 20mph
Cllr Croxton had contacted the resident and asked if he had filed an inquiry about his concerns over the speed limit through the link on KCCs website but had not yet received a response. Cllr Croxton advised that she would chase the matter and conduct another site visit with Cllr Milner and the Highways Manager (Dartford & Gravesham). There was increased traffic using the road from HGVs and coaches driving to nearby depots and that would be compounded further if the canal basin development went ahead. Other nearby schools had 20mph speed limits in place.
The Board noted that the statistics said there hadn’t been any fatalities which had previously been indicated as a requirement for any changes to be made. Cllr Milner was disappointed with the requirement and advised that a child had been knocked over by a car in that area previously.
The Chair asked for an update at the next meeting.
Petition - Safety Improvements to Reduce Driver speeds and enhance crossing facilities at the Shorne Crossroads
The Highways Manager (Dartford & Gravesham) advised that he had a limited update; the crash data and crashes linked to substance abuse trends had been obtained and Ryan Shiel would share it with the Board by the end of the weekend.
Parish Cllr Lane was permitted to speak with leave of the Chair; he advised that two site meetings had been held with a KCC Officer, County Cllr Sweetland and KCC Consultants. It was his knowledge that two fatalities had happened at the crossroads in the last ten years, and he wanted to see a full accident report for the area. He expressed scepticism regarding the crash data as he witnessed and reported a collision two years ago which never made it into the crash data. A consultant will carry out a review of the site and conduct another visit during term time and peak time.
The Highways Manager (Dartford & Gravesham) was asked to share any new data with Shorne Parish Council when it became available.
Issues raised by Councillors with the approval of the Chair
a) Double Parking and Parking at Dropped Footways
The Chair agreed that the item be removed from the agenda.
b) Meopham Parade
The Highways Manager (Dartford & Gravesham) advised that the Highways Improvement Team were aware of the design, but he was unaware of timescales for the works to be completed. He agreed to chase the matter with the Team.
In response to a Members question, the Highways Manager (Dartford & Gravesham) explained that the works would narrow the road indoor to stop cars parking on either side blocking villosity for other drivers. There would be a central reservation as well as additional bollards only allowing room for one vehicle which should mitigate the issues.
The Chair asked that for future meetings, all responses for Matters Arising to be compiled before the meeting so that they can be viewed as part of the agenda.
